StepUp, operated by Clark County Social Service, is a Young Adult Program for youth who have “aged out” of foster care in Nevada. The Funds to Assist Former Foster Youth (FAFFY) and Voluntary Court Jurisdiction (VOL JUR) laws make up the Step-Up Young Adult Program. Our goal is to assist young adults in making the transition from foster care to economic self-sufficiency. Young adults participating in the program will be paired with a qualified case manager who will assist them in their journey to become self-sufficient. Together, they will work on individualized case plan goals and the young adult will have access to someone who will be their advocate and help guide them.
Services
We offer various forms of financial assistance (and referrals to our network of community partners) to assist young adults including housing assistance, educational assistance, employment assistance, transportation, resources, and case management. This includes funds for rental assistance, help with move-in fees and deposits, move-in kits (kitchen supplies, cleaning supplies, etc.), graduation incentive, monthly 30-day bus passes, and other resources.
Eligibility
To qualify, youth need to have attained the age of 18 years old while a child in foster care in Nevada. This means they “aged out” of foster care (i.e. they were not adopted or reunified with family by the time they reached 18 years old).
How to Apply
Only those who aged out of foster care at age 18 in Nevada are eligible. The Department of Family Services provides Step Up referrals directly. However, if you do believe you meet the criteria, please contact the Step Up mainline at (702) 455-0468.

Project HOME offers services to Clark County young adults who are HIV positive. Project HOME stands for Health Outcomes and Medical Education, and our purpose is to work with you on understanding the importance of HIV medical adherence and why that matters for you to be healthy and successful. Medical adherence includes starting HIV treatment, keeping all medical appointments, and taking HIV medicines every day and exactly as prescribed (also called medication adherence). For young adults with HIV, treatment adherence is key to staying healthy.
Funded by the Ending the HIV Epidemic (EHE) Initiative, Project HOME collaborates closely with Clark County Social Service Office of HIV and existing Ryan White funded programs to ensure seamless eligibility and enrollment processes.

Eligibility
To qualify for Project HOME services, you need to have a positive HIV diagnosis and be between 18 and 25 years of age. The Ending the HIV Epidemic (EHE) Initiative and Ryan White program legislation make up the guidelines for Project HOME. Our goal is to assist you in making the transition from youth services to adult services including economic self-sufficiency.

The Education and Training Vouchers (ETV) Program, operated by Clark County Social Service (CCSS), provides financial assistance for postsecondary training and education. The Division of Child and Family Services (DCFS) receives Title IV-E federal funding to provide postsecondary educational and training vouchers to eligible youth and young adults. CCSS was awarded this funding to assist students in Clark County, Nevada.
Eligibility
- Aged out of Clark County foster care or left Clark County foster care after age 16 through kinship, guardianship, or adoption (we will verify this information with you).
- Accepted to an accredited post-secondary or vocational school. This is usually a school that is eligible to receive FAFSA funds.
- Complete the Federal Application for Student Aid (FAFSA).
- Maintain a cumulative grade point average (GPA) of 2.0 or higher on a 4.0 scale.
- Not have reached your 26th birthday as of July 1st of the award year.
- Have not participated in the ETV program for more than 5 years.
Services
Qualifying applicants can receive up to $5,000 per school year (up to $2,500 per semester based on verified academic financial need), for a maximum of 5 years prior to turning 26 years old. ETV funds can be combined with other grants or scholarships to minimize or eliminate the need for student loans. Unlike student loans, ETV funds do not need to be repaid after graduation. ETV is considered an award to those who qualify.
