Debbie Burgos, Chairperson  
Is honored to call herself a native Las Vegan and has lived in Nevada her entire life. Debbie and her husband have been involved in off-roading since the 1980's, whether for recreation or competition in desert and motocross racing. They have also volunteered for S.N.O.R.E. and have been elected to serve on the Board of Directors for several years until 2016. In 2017, Debbie and her husband co-founded a non-profit organization for Veterans called, "Race to Erase 22", whose mission is to raise awareness about military suicide, provide resources, education, and recreational therapy through off road racing.
Debbie has been an active member within the community by running for City Council in 2005, volunteering for Lone Mountain Little League and District 4 Softball Director, Mint 400 Desert clean up volunteer, and collaborating with City Planning, City Council, Clark County Planning, and Clark County Commissioners on various community issues.
Michael Frye, Vice-Chairperson
A Native Nevadan, Veteran of the First Gulf War, Multiple Small Business Owner, Real Estate Developer, Community Volunteer, OHV Enthusiast and Off Road Racer.
After graduating from Boulder City High School, Mike went on to graduate from the United States Naval Nuclear Power School specializing in Nuclear and Electrical Engineering. Mike has co-owned Murphy Electric for almost 25 years as well as the Nextgen/Securtech Security and Fire Protection companies for almost 20 years. Six years ago he started the Advanced Business Payroll Services company.  As a Real Estate Developer he has developed real estate and built a dozen custom homes in the Enterprise township area. He has previously owned and operated a Concrete Ready Mix business based in the Sloan area, in conjunction with a Sand and Aggregate business operating out of the Jean and Ivanpah areas.
He is a lifelong OHV enthusiast growing up in Boulder City and currently resides in the Southern Highlands area with his wife and 6 children. He is also an off road racer with the BITD and SNORE racing organizations.
Kenneth Freeman, Member
A native Las Vegan that graduated from Rancho high school in 1975. Ken has been an active OHV enthusiasts most of his life with weekend outings in the family jeep and in later years, a dirt bike.
Ken's family was involved with S.N.O.R.E. at the beginning in 1970 and he helped them run checkpoints and road crossings.  Ken started racing in 1973 and in 1979 was awarded the S.N.O.R.E. champion, that year he was also elected to the S.N.O.R.E. Board of Directors which started a long time commitment to SNORE so his boys could race. Ken has been President of S.N.O.R.E. from 1998-2002, 2013-2016, and was the S.N.O.R.E. Race Director for 8 years. As the director, Ken worked directly with the BLM in four different states giving him an opportunity to see new ways other community's addressed OHVs and trails.
Ken's regular occupation is as a flooring contractor and he is a graduate of the Floorcovers Apprentice Program and served on the Local 1512 Apprentice Committee. Ken is a lifetime member of Share-Trails, SCORE, Best in the Desert, and Lucas Oil Off-Road Racing Series.
Ken currently owns three Polaris side-by-sides, three off road race cars, and two 4x4 trucks.
Steve Paxton, Member
Sixty years young and a longtime resident of Las Vegas, since moving from Iowa City, Iowa in 1988. Steve is employed at GSL Electric, and serves as the Branch Safety Superintendent.
In his free time, Steve enjoys being outdoors and participating in many outdoor activities, including off-road motorcycling, the reason why he decided to apply for the OHV Advisory Committee. Steve has a long history of dirt bike riding and racing competitively. Currently, Steve is greatly involved with the Gamblers M/C, which is associated with MRAN (Motor Cycle Racing Association of Nevada). Steve tries his best to be an ambassador for sports and activities, and believes he can be a good representative for the folks that ride and race in the Clark County desert.
By being involved with the Clark County Commissioners, Steve hopes to not only bring to the table insights from fellow Clark County OHV enthusiasts, but to enlighten the commissioners on subjects and opinions pertaining to issues discussed. Steve would like to thank the Clark County Commissioners for selecting him for this position, and he looks forward to collaborating on land use issues.
Kenny Thatcher, Member
A 41-year Las Vegas native, who has been involved with OHV outdoor recreation competitively and non-competitively for 26 years. Kenny has been involved with Southern Nevada Off Road Enthusiast (S.N.O.R.E.) as a competitor since 1994. Kenny currently serves as the SNORE President and has been a member/officer since 1999.
Kenny is also a business owner that builds, services, and maintains OHV vehicles and has worked in the industry since 1995. Kenny's family has been recreating with OHVs since the early '80s in and around Clark County.
Ross Williams, Member
A lifelong OHV enthusiast.  As a teenager, Ross raced motocross professionally, spending 6 years on the national circuit and achieving a national ranking.  More recently (early 2000's), Ross has raced off-road motorcycles in the BITD and MRAN series. 
These days, Ross rides recreationally and has been fortunate to have seen some of the most amazing places via OHVs in the back country of the western US.
Ross describes himself as a recreationist and conservationist.  Ross believes in sustainable, responsible use as well as access.  Nevada has an amazing infrastructure of off-highway amenities that Ross would like to see organized and utilized in a way that benefits Nevada residents, tourists, and local economies, while preserving the natural beauty of our state.
